The Randolph County Chamber of Commerce is located in the historic Old Carnegie Library Building. The building was built in 1912 for $12,000. The building's architecture is in the colonial revival style. The building served as a library from 1912 to 1997 when a new library building was constructed across town. Subsequently the same year of 1997 the building became the headquarters of the Randolph County Chamber of Commerce, which still occupies the build today.

The decision to move Cuthbert's library out of the Carnegie Library Building was was tough decision the City of Cuthbert and Randolph County made. The library at the time served most mostly the county/cites young child and elder population. The elder library patrons one of the largest groups using the library were having mobility issues entering and exiting the Carnegie Library Building. As Randolph Counties only library the need to have library accessible to all residents one that met the ADA (Americans with Disabilities Act) Laws. Simply put it was cheaper to build a new library building than retrofit the historic building for wheelchair access etc.
